The Committee of the State Duma of the Russian Federation on Regional Policy and Local Self-Government, the Non-Governmental Development Institute "TRANSPROEKT" (JSC), and the Federal People's Council are the organizers of the Social Infrastructure Projects Competition "MART," whose activities are aimed at developing practical aspects of preserving and strengthening traditional spiritual and moral values.

In 2024, 47 projects from 25 regions of the Russian Federation, including 18 international projects, participated in the "MART" competition.

Regional state authorities, local self-government bodies, project initiators planning implementation, investors, concessionaires, private partners, and projects in key sectors of social infrastructure - education, culture, sports, social protection, and health-resort treatment facilities - are eligible to participate in the 2025 competition.
