The mechanism for blocking the sale of goods subject to mandatory labeling by means of identification if they are in illegal circulation or expire was launched on April 1, 2024. From November 1, 2024, blocking sales at checkouts will become mandatory for antiseptics, dietary supplements, shoes, cameras, tires, clothes and perfumes.
At the same time, today we can already talk about significant results in the fight against illegal products, thanks to the introduction of this mechanism.
_"From May to the end of July, the permit regime at the checkouts did not allow the sale of about 35 million liters of dairy products and more than 34 million liters of water. These values include goods with an expired shelf life, signs of counterfeit and without labeling. That is, we are talking not only about potentially dangerous products for our citizens, but also about goods for which direct and indirect tax fees have not been paid. Therefore, I consider it necessary to extend this mechanism to all product groups subject to mandatory labeling, such work is already underway," said Anton Alikhanov, Minister of Industry and Trade of the Russian Federation.
A positive effect is also observed in two other product groups, for which the blocking mechanism is already mandatory. From April 1 to the end of July, store checkouts blocked the sale of almost 6.7 million liters of expired beer, 5.7 million liters of beer with signs of counterfeiting, 10.6 million liters of beer without labeling and 716 thousand liters of beer of unknown origin. If we talk about tobacco products, then for the same period, the mechanism did not allow selling 13.7 million units of products with signs of counterfeit, almost 56 million units without labeling and 761.7 thousand units with unknown origin.
"As a result, sales of expired dairy products decreased by 74%, and goods of unknown origin - by 54%. In water, sales of expired goods decreased by 8%, by 24% of goods of unknown origin. Thus, the mechanism is beneficial to all participants in the turnover - buyers are protected from expired and counterfeit products, business has received an effective internal control mechanism, and the state has the opportunity to identify unscrupulous manufacturers, increase tax collection and take entire industries out of the gray zone," the head of the Ministry of Industry and Trade of Russia added.
Also, the Ministry of Industry and Trade of Russia proposed to expand the automatic blocking of expired and illegal products at the checkouts by 8 more categories of goods. We are talking about red and black caviar, canned food, non-alcoholic beer, vegetable oils, animal feed, veterinary drugs, technical means for rehabilitation (TCR) and bicycles. The corresponding draft decree of the Government of the Russian Federation, prepared by the ministry, is posted on the federal portal of draft regulatory legal acts.
