The mechanism for blocking the sale of goods subject to mandatory labeling by means of identification, in case they are found to be in illegal circulation or have expired, has been launched since April 1, 2024. Currently, it applies to four product groups: beer, tobacco and dairy products, as well as bottled water. From November 1, 2024, sales blocking at cash registers will become mandatory for antiseptics, dietary supplements, footwear, cameras, tires, clothing, and perfumes.
At the same time, already today one can talk about significant results in combating illegal products thanks to the introduction of this mechanism.
"From May to the end of July, the permissive regime at the cash registers prevented the sale of about 35 million liters of dairy products and more than 34 million liters of water. These figures include products past their expiration date, those with signs of counterfeiting, and without labeling. That is, we are talking not only about potentially dangerous products for our citizens but also about goods for which direct and indirect tax fees were not paid. Therefore, I consider it necessary to expand this mechanism to all product groups subject to mandatory labeling, and such work is already underway", - noted the Minister of Industry and Trade of the Russian Federation, Anton Alikhanov.
A positive effect is also observed in two other product groups for which the blocking mechanism is already mandatory. From April 1 to the end of July, store cash registers blocked the sale of almost 6.7 million liters of beer past its expiration date, 5.7 million liters of beer showing signs of counterfeiting, 10.6 million liters of beer without labeling, and 716 thousand liters of beer of unknown origin. Regarding tobacco products, during the same period, the mechanism prevented the sale of 13.7 million units of products showing signs of counterfeiting, almost 56 million units without labeling, and 761.7 thousand units of unknown origin.
"As a result, sales of expired dairy products decreased by 74%, and products of unknown origin by 54%. In water, expired product sales decreased by 8%, and products of unknown origin by 24%. Thus, the mechanism is beneficial for all participants in circulation – buyers are protected from expired and counterfeit products, businesses have an effective internal control mechanism, and the state has the opportunity to identify unscrupulous manufacturers, increase tax collection, and bring entire industries out of the gray zone", - added the head of the Ministry of Industry and Trade of Russia.
Also, the Ministry of Industry and Trade of Russia proposed to expand automatic blocking at cash registers of expired and illegal products to another eight categories of goods. These are red and black caviar, canned food, non-alcoholic beer, vegetable oils, animal feed, veterinary drugs, technical rehabilitation equipment (TRE), and bicycles. The corresponding draft resolution of the Government of the Russian Federation, prepared by the ministry, has been posted on the federal portal of draft regulations.
