The corresponding project was developed by the Ministry of Economic Development together with Rosstat and submitted to the parliament by the Government of the Russian Federation. The work was carried out as part of the implementation of the President's instructions to optimize the reporting forms submitted by SMEs.
Statistical data, according to the document, will be collected in a single way - there will be no need to fill out reporting forms developed by different departments. All information can be used repeatedly.
"In the context of a shortage of personnel, an increase in labor productivity is required, which, among other things, is achieved by freeing resources from excessive bureaucratic reporting. According to our estimates, about 80% of entrepreneurs may experience difficulties in preparing certain types of reporting. At the same time, company managers and their employees spend about a month a year filling out various forms, where information is often duplicated. Today, interdepartmental cooperation has reached a new level: we have the opportunity to exchange the necessary data with each other without involving the company in this process. Thanks to the new law, heads of enterprises will need to fill in information only about the company's profile, all other data will be filled in automatically," said Tatyana Ilyushnikova, Deputy Minister of Economic Development of Russia.
Rosstat will become the coordinator for working with the list of information. The solution is planned to be implemented on the Digital Analytical Platform for the Provision of Statistical Data of Rosstat, where companies will transfer information through personal accounts on the SME.RF platform and the State Services portal. This procedure should significantly reduce the time and labor costs for preparing reports.
The frequency of collecting indicators, according to the new law, will be established by the Government of Russia. The Government of the Russian Federation will also be responsible for approving the procedure for compiling and maintaining lists of statistical data.
The procedure and frequency of selective federal statistical observations of the activities of small and medium-sized businesses will also be established by the Government of the Russian Federation.
The law will come into force on January 1, 2025. The preparation of the regulatory framework for the application of the law, as well as the finalization of the Rosstat digital platform, will be completed by the end of 2024.
