The corresponding draft was developed by the Ministry of Economic Development in cooperation with Rosstat and submitted to Parliament by the Government of the Russian Federation. The work was carried out within the framework of implementing the President's instructions on optimizing the forms of reporting submitted by SMEs.
According to the document, statistical data will be collected in a unified manner — it will not be necessary to fill out reporting forms developed by various agencies. All information can be used multiple times.
"In conditions of staff shortages, there is a need to increase labor productivity, which is partly achieved by freeing up resources from excessive bureaucratic reporting. According to our estimates, about 80% of entrepreneurs may experience difficulties in preparing certain types of reports. At the same time, company executives and their staff spend about a month per year filling out various forms, where information is often duplicated. Today, interdepartmental cooperation has reached a new level: we have the opportunity to exchange the necessary data among ourselves without involving the company in this process. Thanks to the new law, company executives will only need to fill in information about the company's profile; all other data will be filled in automatically," notes Tatiana Ilyushnikova, Deputy Minister of Economic Development of Russia.
Rosstat will become the coordinator for working with the list of information. The solution is planned to be implemented on the Digital Analytical Platform for the provision of statistical data by Rosstat, where companies will submit information through personal accounts on the MSP.RF platform and the Gosuslugi portal. This procedure should significantly reduce the time and labor costs associated with preparing reports.
The frequency of data collection, according to the new law, will be established by the Government of Russia. The Government of the Russian Federation will also be responsible for approving the procedure for forming and maintaining lists of statistical data.
The procedure and frequency of conducting selective federal statistical observations of the activities of small and medium enterprises will also be established by the Government of the Russian Federation.
The law will come into force on January 1, 2025. The preparation of the regulatory framework for the application of the law, as well as the refinement of Rosstat's digital platform, will be completed by the end of 2024.
