The corresponding draft has been developed by the Ministry of Economic Development in collaboration with Rosstat and submitted to the parliament by the Government of the Russian Federation. The work has been carried out as part of the implementation of the President's instructions on optimizing reporting forms submitted by SMEs.
According to the document, statistical data will be collected in a unified manner — it will no longer be necessary to fill out reporting forms developed by different agencies. All information can be used multiple times.
"In the context of a shortage of personnel, there is a need for increased labor productivity, which is partially achieved by freeing up resources from excessive bureaucratic reporting. According to our estimates, about 80% of entrepreneurs may encounter difficulties in preparing certain types of reports. At the same time, company managers and their employees spend about a month each year filling out various forms, where information is often duplicated. Today, inter-agency cooperation has reached a new level: we have the opportunity to exchange the necessary data among ourselves without involving the company in this process. Thanks to the new law, company managers will only need to fill out information about the company's profile, while all other data will be filled in automatically," notes the Deputy Minister of Economic Development of Russia, Tatyana Ilyushnikova.
Rosstat will be the coordinator for the management of the list of information. The solution is planned to be implemented on the Digital Analytical Platform for the provision of statistical data by Rosstat, where companies will submit information through personal accounts on the MSP.RF platform and the Gosuslugi portal. This procedure should significantly reduce the time and effort required to prepare reports.
The frequency of data collection, according to the new law, will be established by the Government of Russia. The Government of the Russian Federation will also be responsible for approving the procedure for forming and maintaining lists of statistical data.
The procedure and frequency of conducting selective federal statistical surveys on the activities of small and medium-sized enterprises will also be established by the Government of the Russian Federation.
The law will come into force on January 1, 2025. The preparation of the regulatory framework for the application of the law, as well as the improvement of Rosstat's digital platform, will be completed by the end of 2024.
