The relevant draft has been developed by the Ministry of Economic Development in cooperation with Rosstat and submitted to the parliament by the Government of the Russian Federation. The work has been carried out as part of the implementation of the President's directives on optimizing the reporting forms submitted by SMEs.
According to the document, statistical data will be collected in a unified manner — it will not be necessary to fill out reporting forms developed by various agencies. All information can be used multiple times.
"In conditions of staff shortages, an increase in labor productivity is required, which is also achieved by freeing up resources from excessive bureaucratic reporting. According to our estimates, about 80% of entrepreneurs may experience difficulties in preparing certain types of reports. At the same time, company executives and their employees spend about a month a year filling out various forms, where information is often duplicated. Today, interagency cooperation has reached a new level: we have the opportunity to exchange the necessary data among ourselves without involving the company in this process. Thanks to the new law, company managers will need to fill in information only about the company's profile, and all other data will be filled in automatically," notes Tatiana Ilyushnikova, Deputy Minister of Economic Development of Russia.
Rosstat will act as the coordinator for working with the list of information. The solution is planned to be implemented on Rosstat's Digital Analytical Platform for the provision of statistical data, where companies will provide information through personal accounts on the MSP.RF platform and the Gosuslugi portal. This procedure should significantly reduce the time and labor costs for preparing reports.
The frequency of data collection, according to the new law, will be determined by the Government of Russia. The Government of the Russian Federation will also be responsible for approving the procedure for forming and maintaining lists of statistical data.
The procedure and frequency of conducting selective federal statistical surveys on the activities of small and medium-sized enterprises will also be determined by the Government of the Russian Federation.
The law will come into force on January 1, 2025. Preparation of the regulatory framework for the application of the law, as well as the refinement of Rosstat's digital platform, will be completed by the end of 2024.
